SPAK Concludes ‘Revansh’ Investigation Targeting Major Criminal Figures and Ex-MP Arben Ndoka

Albania’s Special Prosecution Office Against Corruption and Organized Crime (SPAK) announced on Saturday that it has formally concluded its investigation into the high-profile “Revansh” case, which involves 27 defendants, including former Socialist Party MP Arben Ndoka and several leaders of some of the country’s most notorious criminal groups.

Among those charged are Ervis Martinaj — the missing gambling tycoon who disappeared in 2022 — as well as well-known underworld figures Durim Bami, Endrit Dokle, Aldo Avdyli, and others.

The defendants face a wide range of accusations, including premeditated murder, drug trafficking, illegal weapons possession, participation in a structured criminal group, and crimes committed in the framework of an organized criminal organization.

Former MP Arben Ndoka faces multiple severe charges such as premeditated murder, providing means and conditions for murder, illegal weapons possession, membership in a structured criminal group, and assisting illegal border crossings.

The investigation stems from decrypted SkyECC communications, which revealed detailed plans to assassinate brothers Durim and Valter Bami. According to SPAK, Ndoka and Arian Tuku acted as founders and leaders of the criminal organization, allegedly providing the logistical support necessary to carry out the planned killings.

The case — one of the most extensive organized crime investigations in Albania in recent years — has now been forwarded to the Special Court Against Corruption and Organized Crime (GJKKO) for full trial proceedings.
